Standard Security Alert Teams (SAT's) in addition to sector SAT's were not established under the immediate control of CSC. (Para 31a(2), AFM 207-1/7AF Sup 1) j. Central Security Control was not designated as a Priority B area and was not posted as a restricted area in accordance with para 24, AFM 207-1. k. Communciator/plotters on duty in CSC on 3 April 1967 were not familiar with Expanded Security Postures I through VI for emergency operations. (Para 75.1, AFM 207-1/7AF Sup 1) l. Sector supervisors were ot reporting the status of their sectors every 60 minutes. (Para 37a(2)(e), AFM 207-1/7AF Sup 1) m. One fully qualified security police NCO was not provided in the command post for liaison/coordination purposes on a 24 hour basis. (Para 77, AFM 207-1/7AF Sup 1) n. Central Security Control had not developed an authentication code to verify senders and receivers of emergency messges by radio transmission. (Para 37a, AFM 125-3.) This is a repeat discrepancy. o. 377th Air Police Squadron Regulations and Special Security Instructions (SSI's) required attention. For Example: (1) SSI's were not signed by the operaations officer in all cases (SSI #2, 21 November 1966.) (2) SSI's were not numbered in all cases and did not contain post numbers. (3) 377th APSR 207-12 requires duty officers to submit a written report pertaining to his tour of duty at the end of each tour of duty. The last written report was prepared on 14 Jan 1967. p. The sentry on duty at the entrance to the new munitions storage area on 3 April 1967 was not complying with his special security instructions as pertains to keeping the gate closed when not in use and asking all personnel entering the area for flamable devices.
