On 1 October 1971, Colonel Billy J. Carter was assigned as Deputy Director of Security Police, TIG, HQ USAF. Colonel Carter's long career began with his enlistment into the U.S. Army on 23 June 1943. He then applied for the Aviation Cadet program and upon completion served as a navigator until 18 October 1945, when he was demobilized. Upon completion of college, he was a member of the Wichita (Kansas) Police Department and an investigator for the U.S. Treasury Department. Colonel Carter was recalled to active duty on 25 September 1950 and has continuous active service since that date. He has served within this career field during most of the last 21 years, except for brief tours as a student officer and as an AFROTC Professor of Air Science. He has served as a base and major command Security Police officer in Japan, Germany, and Vietnam and has a previous tour of duty with the Directorate of Security Police at HQ USAF. His most recent assignment was with the Assistant Deputy Chief of Staff for Military Personnel at Randolph AFB, Texas where he was the senior member of the career management team responsible for assignments and career development actions concerning the Security Police officer resource. He brings to this headquarters a keen understanding of the entire range of operational problems encountered by Security Police organizations. |
