By direction of the President, Captain Billy J. Carter, AO 2 077 727, United States Air Force, has been awarded the Bronze Star Medal.
Captain Billy J. Carter has distinguished himself while serving as Provost Marshal of the 403d and 483d Troop Carrier Wing (M),
and as Squadron Commander of the 403d and 483d Air Police Squadron during the perios 20 April 1952 to 15 May 1953. As
Provost Marshal Captain Carter's careful evaluation of problems and rapid logical thought have proven invaluable to the Wing
Commander in making decidison s involving the security, discipline and morale of this base. His self-integrity and friendly but
firm attitude have been largely responsible for the high state of Japanese-American relationships existent in the immediate
geographical area resulting in a close and effective liaison between representatives of the United States Air Force and local
civilian authorities.
Incidents of vice and crime and their breeding areas have been kept to an irreducible minimum with
consequent direct effects upon the health and welfare of members of this command. Captain Carter;s liaison and active
cooperation with local authorities is largely responsible for the complete lack of anti-American demonstrations in this
area. Maximum security has been achieved through his diligent application and training of inexperienced personnel,
implementation of sound organizational principles, and meticulous attention to detail. Through his willing service and devotion
to duty, Captain Billy J. Carter has reflected great credit upon himself, his organization, the Far East Air Forces and the United
States Air Force.
