Sgt Steve Rivers on top of Tango-1.  Tango-1 was the giant water tower, painted orange and white squares. It is the largest structure on Tan Son Nhut and 377th Security Policeman had a post on top.  It was their duty to detect and report incoming rockets, mortars and ground attacks. Compare my binoculars to the ones you have used.
