(2) Procedures were not in effect to insure that the air policeman escorting funds was not used as the vehicle driver. (Paragraph 4a(2), PACAFR 125-4) (3) Accounting and finance offices and their cashier work area were not equipped with anti-intrusion alarm systems. (Paragraph 4d(3), PACAFR 125-4.) This is a repeat discrepancy. (4) The Base Exchange cashier and fund storage areas were not equipped by anti-intrusion alarm systems. (Paragraph 4d(4), PACAFR 125-4.) This is a repeat discrepancy. (5) Anti-robbery procedures by air police were not in effect at cantonment area gates to require the blocking of both inbound and outbound traffic lanes with the first available vehices. (Paragraph 5b, PACAFR 124-4.) This is a repeat discrepancy. (6) At least one large fund activity was not being tested each calendar month. (Paragraph 6l, PACAFR 125-4.) This is a repeat discrepancy. (7) Inexpensive duress alerting systems were not established between large fund locations and base police headquarters. (Paragraph 6l, PACAFR 125-4.) This is a repeat discrepancy. (8) Personnel on duty 3 April 1967 were not familiar with Special Category Buildings. (9) The list of Special Category Buildings at Base Police did not coincide with the list at BSP. (10) Procedures did not require base police patrols to check Special Category Building at irregular intervals during other thatn normal duty hours. (Paragraph 5a, PACAFR 125-4.) This is a repeat discrepancy. 3. The customs program at the civilian air terminal handling incoming R&R flights and all MAC flights was considered adequate. The following discrepancies were noted in the customs program. a. The customs program at Tan Son Nhut Air Base was not all inclusive and did not encompass base operations and C-13C operations aircraft traveling in and out of country. 7AF Ltr, 17 Mar 1967, Customs Inspection of R&R Passengers, directed the 377 Cmbt Spt Gp to provide customs inspection of outbound R&R Aircraft in accordiance with paragraph 5b(l), MACVD 643-1.
