4. The installation is presently ??? all privately owned vehicles to include decalling. This should be completed by 13, April 1967. Officials indicated that on 14 April 1967, all vehicles belonging to U. S. Military forces without a decal will not be allowed entry into the installation. These vehicles on base without a decal will be cited and ordered removed from the base.

a. Since 1 January 1967, 22- two-wheeled vehicles were purchased and registered on Tan Son Nhut Air Base. Most of the approvals were for officers living in the Saigon/Cholon area. It appeared in many cases that approval had been granted when it was not absolutely necessary to provide transportation to and from their individuals place of duty. The large number of vehicles being approved indicates a violation of the intent of paragraph 5e, 7AF Sup 1, to MACVD 58-3. It was noted that although not authorized by the cited directives, the Commander 377 Cmbt Sup Gp had delegated his approving authority to the Deputy Commander, 377th Cmbt Spt Gp and the Commanders of the 834th AD 315th ACAM, and the 460th TFW. In view of the excessive number approvals, high incident potential and need for critically reviewing of official application, the approving authority should not be delegated.

5. The protection of government owned weapons and the control of privately owned weapons required attentions. The following discrepancies were noted:

a. Records at Pass and Registration indicated that approximately 300 USAF personnel were storing government owned weapons in off base private quarters. The authority to do this are given by respective unit commanders and not by the installation commander as required. The certificate being utilized refers to ??? 2AD weapons regulation. (Paragraph 11gAFR 125-22/7AF Sup 1.)

b. Privately owned weapons were were stored in the numerous un-authorized storage areas as reflected on registerations records at Pass and Registration. Two weapons were indicated as being stored at 238 Ming Mang St., Saigon. (Paragraph 17b, AFR 125-22.)

c. Procedures were not established whereby unit/base commanders approved in writing the withdrawal of privately firearms from storage. (Paragraph 17a, AFR 125-22/7AF Sup 1.)

d. Pass and Registration contained two refistrations records for privately owned weapons of personnel who had rotated to the CONUS. They also had recorded six weapons which did not contain a storage area. This is a repeat discrepancy.
