ITEM # 4: Tan Son Nhut SUBJECT: Weapons Systems Security DISCUSSION: 1. Weapons Systems Security and the operation of Central Security Control (CSC) was in non-compliance with security directives. The following discrepancies were noted: a. AFM 207-1, Doctrine and Requirements for Security of Aerospace Systems and supplements thereto were not available to Weapons Systems Security Operations. b. Aerospace Security Plan (OPLAN 207-67) was not published on 1 January 1967 as required by paragraph 16, AFM 207-1. The only plan in existence was published in March 1966 and was not in compliance with 7AF Sup 1/AFM 207-1. c. A regulation was not published establishing restricted areas on the installation. (Para 22, AFM 207-2) d. The only plan available for implementation of emergency security operations were verbal plans known only by a minmum number of key personnel. Written plans for Expended Security Postures I through VI were not available. If directed by a higher command to implement BSP III, the flight sergeants and communicator/plotters on duty would not know what action was required. (Para 73, AFM 207-1) e. Security priorities have not been assigned to base resources as required by Chapter 4, AFM 207-1. f. The security statues plotting board in CSC did not depict minimum features required by paragraph 27a(2), AFM 207-2/7AF Sup 1, for example: (1) Detailed layout of restricted areas. (2) All priority A, B, and C resources. (3) Posted Sentries. (4) All Security Alert Teams. g. Central Security Control did not contain a complete set of Security Operating Instructions or Special Security Instructions. (Para 37a(2)(b), AFR 207-1) h. Central Security Control was not equipped with minimum charts and checklist to reflect current security postures as required by paragraph 37a(2), AFM 207-1/7AF Sup1.
